Moscow has escalated attacks on power infrastructure over the past few days, while officials has called for "substantial measures" from allies to increase pressure on Russia.
"What is required is not window dressing but firm measures - from the US, Europe and the Group of Seven - in supplying defensive weapons and applying sanctions," mentioned in a online statement.
Officials stated that 450 drones and more than 30 rockets struck the country's power systems, characterizing such attacks as "cynical and calculated" and against "essential services" as the weather cools.
The energy minister said Moscow was "inflicting a massive strike" and technical staff were working to fix the damage.
A series of attacks hit electrical systems and apartment buildings in the capital.
Several of the people hurt in the strikes on the city have been taken to hospital, according to municipal representatives.
Area administrators said the urban area came under intense attacks during nighttime hours. A seven-year-old child was killed and three other people were hurt.
The assaults come after nights of aerial attacks in the territory, sections of which are occupied by Moscow's military.

Government officials told reporters that Moscow was deliberately attempting to destroy the national power system, with strikes already affecting energy systems.
